Every UL 325-compliant garage door opener has two adjustable force limits, one for the open direction (up-force) and one for the close direction (down-force). The opener uses these settings to decide whether resistance during travel is normal friction or an obstruction that should trigger the safety reverse.
Set too high, the opener will keep pushing through obstructions instead of reversing, a safety hazard. Set too low, the opener will reverse on its own at random points in the travel, a common cause of "the door won't close all the way" homeowner complaints.
Force-limit adjustment is done with small dials, slide switches, or programming buttons on the opener motor unit; the exact procedure varies by manufacturer and model. The standard install test is the 2x4 block placed flat under the closing door, the door must reverse on contact within 2 seconds.

"My door won't close, it goes down a foot and then comes back up" is one of the most common service calls we get. About half the time, the photo-eye sensors are the cause; the other half, the close-force limit is set too low. We check both as the first step on any "won't close" call.
